He has been released due to a birthday update it took me about 2 hours to encounter him. So if you see him i strongly advice you pay one soul gem to capture him. However their is a short cut to get him if you spend 100,000 Gold you will get the egg without the trouble of capturing it.

However to upgrade him to veteran you need to pay 10 soul gems. And if you do this , this year next year you will get the mastered version free!
